Dr. Fritz in Development Studies Dorvilier ruled Tuesday against a proposal by Colombia to promote the transformation of the mission of the United Nations Mission for the Stabilization of Haiti in a development mission, we read on site of the Haitian Press Agency (AHP).
He said the intervention framework of the UN mission is clearly defined by resolutions 1742 and 1743 of the Security Council of the United Nations and there is no reason to change it.
He said that it was the Haitian government's responsibility to bring stability to the country to achieve economic and social development and to maintain public order "He added that MINUSTAH is in Haiti to assist the government but not to replace him. " The professor said that the work of the country's development rests with the government and other non-governmental bodies involved in this field.
"The development is designed by a legitimate government," commented Mr. Dorvilier, while stressing the need for the MINUSTAH continues to play its stabilizing role for the government to deal calmly development. Economist Charlmers Camille said for his part late this proposal. However he believes that this suggestion is rather a failure of the UN force in Haiti.
The executive director of the Haitian Advocacy Platform for Alternative Development notes a total mismatch between the structure of the military and the country's real needs.
Denouncing enormous waste of resources made for the maintenance of the force in Haiti, Professor Fritz Dorvilier believes that the objectives of the résolution1742 were not met and, in addition, MINUSTAH has caused great harm to the country.
The Colombian Minister of Foreign Affairs, Maria Angela Holguin, should present the conversion proposal in April before the Security Council of the United Nations. The question should also be discussed by the president of Colombia during the debate on Haiti.
President René Préval, after his inauguration in 2006, had himself requested that MINUSTAH tanks are replaced by bulldozers. The UN Mission for Stabilization in Haiti is not in the odor of sanctity with much of the Haitian population, especially after the outbreak of cholera which he is accused of having introduced into the country through the Nepalese contingent.
