The proposed campus UEH subject to HRIC

So that urgent consideration be given to the construction of the first campus of the State University of Haiti (REPLACE ME) which is struggling to begin, the Executive Board of UEH decided to submit the draft of this back to the Interim Commission for the Reconstruction of Haiti (HRIC). According to a member of the Rector, this draft is one of the issues to be discussed at the next meeting of the HRIC, Monday, February 28, 2011 in Port-au-Prince.
Faced with a lack of funds and lack of a national policy on higher education, the project's first and main campus of the State University of Haiti (REPLACE ME) that occupies the minds of over 20 years, through student demonstrations, still can not be realized. After the earthquake of January 12, 2010, which destroyed most buildings UEH the proposed campus to gather in one place the eleven entities of the State University of Haiti had become more necessary. For this purpose we have selected the site for Damien, in Croix-des-Missions, for hosting this campus.
Advertised for several years, the first construction work on campus are struggling to start up today for lack of funds. "This project has become urgent since the January 12 earthquake. 9 of 13 major buildings UEH have collapsed or have become almost unusable. This disaster provides an opportunity to build a modern university, responding not only to international norms and standards, but may symbolize the commitment of leaders of UEH meet the expectations of the nation and to play its constitutional role, "says the Executive Board of UEH wishing to HRIC a "sponsorship" of the construction of the campus is expected to cost some 200 million U.S. dollars .. While the Haitian government has disbursed only about three million dollars, a sum much insignificant compared to the magnitude of the project.
"According to preliminary discussions with interested firms, construction on campus will cost approximately two hundred million U.S. dollars. The cost of the study phase is estimated at one million dollars, "said the rector who believes that the non-realization of this project could cause unrest within the University, with the likely impact on the rest society.
The Executive Board of UEH recalled that after the cataclysm, the majority of the 15 000 students resident in Port-au-Prince have been rendered homeless and are still deprived of basic facilities of survival. "Knowing the impact of student movements on the functioning of the country and the capital in particular, restoration of a climate conducive to a minimum functioning is essential to prevent severe consequences even more disastrous," says the Council.
The construction of the first campus of the State University of Haiti, which is part of an institutional reform, will, among others, according to officials, to implement a new education system in accordance with upgrades and focus on improving working conditions for teachers and student learning and to ensure better management of the Online Campus.
"The reconstruction of the university will focus the energies of students and bring them to their future and think positively as Haiti. Now more than ever, there is an urgent and immediate need to form "human resources" essential to the future of any nation, especially as more than 18,000 executives in public administration fell during the quake earth ", said the University Council in the document of the preliminary construction of the campus.
In addition, officials believe the construction of the first campus Damien will move in the direction of a true national coverage via the virtual campus, pending the construction of regional campuses. It is expected that the meeting of the Interim Commission for the Reconstruction of Haiti on Monday during which this issue will be debated for a real picture of this campus.
